Position Overview

Title: RFP: Firm to Develop Digital Financial Capability Module, Indonesia
Classification: RFP
Location and Duration: Jakarta, Indonesia
Duration of Consultancy: 5 months

Position Summary

Summary

Women’s World Banking is seeking a partner to develop a digital financial capability module, enhance financial skills, and promote the usage of financial services among Kartu Prakerja recipients, with the expected outcome of empowering low-income women and driving women's financial inclusion on a national scale. The project will be created in collaboration with an edutech platform with experience in career development solutions and a focus on technology-driven training programs. We aim to work collaboratively with the education platform provider that has been familiar with Kartu Prakerja’s platform, to create a comprehensive financial digital literacy module, empowering individuals with essential skills to navigate the digital financial decisions effectively.

About the Project

Financial inclusion is a crucial aspect of sustainable development, aiming to provide equal access to financial services and opportunities for all members of society. However, despite efforts to promote financial inclusion, account ownership remains relatively low in certain demographics. Kartu Prakerja, a significant initiative, has shown promise in increasing financial inclusion, with 51% of women and 49% of men becoming new account owners, presenting a unique opportunity to bring more individuals into the formal financial system.[1]

Kartu Prakerja's recipients exhibit a high participation of women, particularly as informal workers and entrepreneurs, demonstrating the program's potential to empower women economically. As a result, up to 64% of women entrepreneurs, who previously conducted business primarily offline, have embraced digital transformation, improving their access to markets, customers, and financial services.[2]

Despite the progress, a gender disparity in technology and financial literacy persists, with 54% of women entrepreneurs lacking adequate knowledge and skills to leverage technology platforms effectively. To ensure sustainable financial inclusion, the need to address this digital divide and foster financial literacy becomes evident.

Women’s World Banking believes that an effective digital financial module designed with women in mind can drive women’s financial inclusion. We bring our women-centered design approach to develop the module. By bringing gender lens to product design, we expect the partner can deliver more gender-inclusive aspect for both men and women in the module:

  • Modules will accommodate women's experience in managing personal finances (e.g., women with multiple roles as an entrepreneur and a mother/wife).
  • Modules will eliminate gender biases (e.g., using case examples that reflect daily situations; such as where there is limited access to technology within one household or when women have limited access to loans due to norms).

Goals and Mission:

The project aims to create a comprehensive digital financial literacy training module tailored for Kartu Prakerja recipients through a collaboration with an edutech platform, called Karier.mu.

The mission is to equip beneficiaries with essential financial and digital literacy skills, enabling them to make informed financial decisions and optimize the use of digital financial services. The module will focus on increasing access to and usage of financial products, emphasizing savings and digital payments. It will incorporate case studies illustrating the effective use of incentives received from Kartu Prakerja, fostering a practical understanding of financial products' benefits.

Moreover, the project will aim to improve the business and financial skills of existing users, supporting them in managing their income effectively. By addressing the knowledge gap in technology and financial literacy, the module strives to bridge the gender divide and create a more inclusive and equitable financial landscape for all Kartu Prakerja beneficiaries.
