Position Summary

Women’s World Banking seeks an experienced consultant with expertise in Indian financial services and climate finance to design a comprehensive facility structure and financial model for a climate-resilient fund targeting women micro-entrepreneurs. The consultant will be responsible for developing a scalable, sustainable financial framework that mobilizes capital to empower women in climate-vulnerable sectors, while ensuring impactful, gender-inclusive solutions

Roles and Responsibilities

Women’s World Banking wants to structure a facility for an investment fund to improve the resilience of women and women-led micro enterprises (MSEs) in India to climate change. The fund/facility intends to mobilize investments from both private and philanthropic investors to support and incentivize financial institutions to invest in providing low-income Indian women and their micro-enterprises access to financial solutions that help them adapt to the impact of climate change. As a result, low-income women and their communities should develop economic resilience and more sustainable livelihoods.

Scope of Work:

1. Fund Structure Design

· Design an innovative financial model for the fund that integrates philanthropic, private capital, impact investment, and blended finance.

· Define clear funding priorities and criteria for eligibility, ensuring that the focus remains on women-led or women-focused climate-resilient initiatives.

· Develop risk mitigation strategies to safeguard the financial sustainability of themes funded.

· Establish the optimal fund size, target returns, regulatory considerations and operational frameworks for managing the fund.

2. Fund Governance and Management

· Propose a robust governance framework, including the roles of Investment Committee, and fund management team.

· Recommend gender-sensitive monitoring and evaluation mechanisms to track the impact of funded themes.

· Develop a transparent reporting framework to keep investors and stakeholders informed on the fund's progress, impact, and performance.

Expected Deliverables:

· Fund Design Blueprint: A detailed structure of the fund, including financial models, funding criteria, feasibility and operational frameworks.

· Stakeholder Engagement Plan: A strategy for securing partnerships with key stakeholders and identifying potential investors.

· Governance and Management Framework: A clear proposal for managing and overseeing the fund.

· Impact Measurement Framework: Tools and methodologies for tracking the fund’s environmental, social, and economic impact.

Preferred Qualifications

· Proven experience in structuring impact investment or blended finance funds, particularly with a focus on gender equality and climate resilience.

· Expertise in the Indian financial market, climate finance, and gender-inclusive development.

· Experience working with multilateral institutions, government agencies, and private investors.

· Strong understanding of climate-smart technologies, renewable energy, agriculture, and women’s economic empowerment.

Open to applications from firms or multiple consultants working as a team to cover all aspects required (gender, financial services, climate finance) to complete the assignment.
